The police helicopter was used in an exercise by a Serbian police special unit.
The helicopter’s main rotor lifted up panels used to display banners, which were placed beside the field, and sent them flying towards the stands with screaming children.
This resulted in injuries of children – most of them local second and third graders.
20 were examined by doctors, while eight were hospitalized, however, none with serious injuries, according to the doctors.

I think the question is to look at wether there was sufficient communication between the event organisers and the police, i.e. did the police force advise the organisers of certain precautions due to the potential damage caused by the force of the copters roters? and did the events organisers approach the police to ask for any special rqequiremtns due to the use of the helicopter?
Looks like another crappy mismanagement incident to me.
Looks more like piss poor planning than intentional brutality. It is good that none were seriously injured.
This happened in Serbia, it was a military exercise and the accident occurred.
